An application filed with the commissioner shall not be
deemed complete, unless it includes all of the information required on the
prescribed form and any additional relevant information as the commissioner may
require by written request to the applicant. The failure of an applicant to
respond within ten business days of the date of the written request for
additional information may be treated as grounds for denial of an
application.
