Haw. Code R. § 16-304-1 - Expert witness, defined
An expert witness is a person who by virtue of experience, training, or education, possesses scientific, technical, or other specialized knowledge which will assist the office of consumer protection in investigating or in preparing for or presenting evidence to a trier of fact.
