Haw. Code R. § 16-601-129 - Recommendations of hearings officer
(a) After taking
evidence, the hearings officer shall prepare a recommended decision setting
forth findings of fact and conclusions of law and the reasons therefor and
submit the recommended decision and order to the commission.
(b) The record shall include the pleadings,
notice of hearing, motions, rulings, orders, transcript of the hearing,
stipulations, documentary evidence, offers of proof, proposed findings, other
documents submitted by the parties, all other matters placed in evidence,
objections to the conduct of the hearing, and the report of the hearings
officer.
(c) The hearings officer
shall serve a copy of the hearings officer's report to all parties.
