Haw. Code R. § 16-601-150 - Conduct of public hearing
(a)The public
hearing for the adoption, amendment, or repeal of rules shall be heard before
the commission. The chairperson or, in the absence of the chairperson, another
commissioner designated by the chairperson shall preside. The public hearing
shall afford all interested persons a reasonable opportunity to submit data,
views, and arguments, orally or in writing, with respect to the matters
specified in the notice of public hearing. The presiding officer shall have
authority to administer oaths or affirmations and to take all other actions
necessary for the orderly conduct of the public hearing.
(b) Each public hearing shall be held at the
time and place set in the notice of public hearing.
