Haw. Code R. § 16-601-155 - Emergency rulemaking
Notwithstanding the foregoing, if the commission finds that emergency rulemaking is required, it may modify the procedures enumerated above, provided the requirements of sections 91-3 and 91-4, HRS, are complied with.
