Haw. Code R. § 16-601-58 - Protests
Any person filing a protest against a water carrier, motor carrier, or a public utility tariff change shall:
(1) State the protester's full name, mailing
address, and telephone number; and
(2) State the facts constituting the grounds
for protest, show how the protester is affected, and why the proposed increase
or change may not be justified.
