Haw. Code R. § 16-608-42 - Settlement of civil violation
The commission, at its discretion, may enter into discussions or negotiations and reach an agreement with a respondent to settle any civil violation of a regulatory law. A settlement agreement is not binding on the commission until it is approved by the commission.
