Haw. Code R. § 16-73-47 - Violation

(a) Any person or corporation who shall practice, maintain a shop, or act in any capacity without a license or permit, when a license or permit is required as provided for by chapter 438, HRS, and this chapter shall be prosecuted as provided by law, which may include but is not limited to revocation, suspension, fine or combination thereof, or refusal to grant or renew any license or permit.
(b) In all cases where the board proposes to suspend, revoke, fine or refuse to grant or renew any license or permit, it shall afford all parties an opportunity to be heard as provided for under chapter 91, HRS, and chapter 16-201.
