Haw. Code R. § 16-74-133 - Serious injury
In case of serious injury to a contestant, the referee shall be automatically under suspension until investigation by the commission establishes whether the injury was the result of negligence or incompetence on the part of the referee, or circumstances not reasonably within his control.
