Haw. Code R. § 16-74-211 - Sham, collusion
The commission requires that whenever any person, licensed by the commission, is approached with a request or suggestion that a sham or collusive contest be entered into, or that the contest shall not be conducted honestly and fairly, such licensed person must immediately report the matter to the commission. Failure to do so may result in the revocation of the offender's license, and/or suspension or fine.
