Haw. Code R. § 16-74-360 - Failure to compete
A senior amateur who fails to compete after entering an event, and who does not furnish a satisfactory excuse for his failure to do so, may be censored or suspended upon the recommendation of a representative of the commission and the organization with which such amateur boxer is registered.
