Haw. Code R. § 16-74-430 - Decision
A winner shall be declared in all tournaments, but in matched contests where both contestants have an equal number of points, a draw shall be given. If at the end of the contest in tournaments, both boxers have an equal number of points, the judges' decision shall be given to the boxer who has done most of the leading off, or who has shown the better style.
