Haw. Code R. § 16-74-443 - Decision
When sanctions are granted for tournaments, the number of rounds to be contested and the duration thereof shall be announced on the entry blank and program. At the conclusion of the last round, the judges and referee must make a decision in favor of one of the contestants, which decision shall be final.
