Haw. Code R. § 16-87-14 - Denial
If an application for registration or certification, or temporary permit is denied, the board shall notify the applicant by letter of the board's action which shall include a concise statement of the reasons therefor and a statement informing the applicant of the right to a hearing if so desired.
