Haw. Code R. § 17-1422-1 - Goals

(a) In general, the requested service shall be given to help individuals:

(1) Become or stay self-supporting and not dependent upon public assistance;

(2) Become or stay self-sufficient and not dependent on others to take care of the individual and the individual's daily living needs; and

(3) Prevent premature institutional care.

(b) Services shall be given to a repatriate who is without resources immediately available for the period necessary to enable the individual to utilize other resources for maintenance.
