Haw. Code R. § 17-1627-11 - Denial of certificate of approval
(a) A certificate
of approval shall not be issued when the study indicates that the institution
does not meet the requirements of this chapter.
(b) The department shall send the institution
a written statement giving the reasons for denying issuance of a certificate of
approval.
