Haw. Code R. § 17-2000-28 - Failure to appear
If any party fails to appear at the scheduled proceeding without good cause, the board may proceed in the absence of the party and may issue any decision or order it deems just and equitable under the circumstances, including dismissal of the party's claim for relief and reimbursement of costs, if such has been incurred.
