Haw. Code R. § 17-2000-92 - Disposition

(a) Within thirty days of the filing of a petition, the authority, with the approval of the chairperson, shall either deny the petition in writing stating its reasons therefor, or initiate public rulemaking procedures in accordance with chapter 91, HRS.
(b) Without limiting the generality of the foregoing, the authority may deny any petition which:
(1) fails to substantially conform with the requirements of section 17-2000-91;
(2) Discloses insufficient reasons which would justify the institution of public rulemaking procedures; or
(3) Is frivolous.
