Haw. Code R. § 17-400.1-18 - Requests for changes in the rules of the division
(a)
Any interested person may petition the director in writing for the amendment,
adoption or repeal of a rule of the division.
(b) When a petition is filed, the department
shall process the request in accordance with chapter
17-3.
