Haw. Code R. § 17-400.1-4 - Nondiscrimination

(a) Services shall be administered without regard to age, gender, race, color, national origin, religion or political beliefs.

(b) No qualified person with a disability shall be denied the benefits of, be excluded from participating in, or otherwise be subjected to discrimination solely on the basis of the person's disability, under the division's programs.
