Haw. Code R. § 17-526-13 - Developers and contractors qualification and form of proposal
(a) A developer shall be deemed eligible if
it is an "eligible developer" as defined in § 359-52, HRS and meets all
requirements of § 17-525-13.
(b) A contractor shall be deemed eligible if
it meets all requirements of § 17-525-13.
