Haw. Code R. § 17-534-33 - Owner preference

Qualified owners shall be given preference for participation in the program in the following order:

(1) Owners who are not applying for construction grant funds provided by the authority;

(2) Owners who are in a census tract with the least number of rental units in such census tract; and

(3) Owners whose rental units have the largest floor area.
