Haw. Code R. § 17-654-3 - Eligibility for Hawaii no-fault auto insurance
An individual shall meet the following conditions in order to receive Hawaii no-fault auto insurance at no cost:
(1) An individual shall be a recipient of
financial assistance payments or supplemental security income
benefits;
(2) The individual shall
possess a valid driver's license or shall be an unlicensed permanently disabled
individual who is unable to operate the individual's own vehicle; and
(3) The individual shall be the sole
registered owner of the vehicle.
