Haw. Code R. § 17-678-8 - Utilities deposit
(a) After July 1,
1975, a family shall be allowed a utility deposit, once in the lifetime of the
household, as incurred, to connect gas, electricity, and water.
(b) A family shall be allowed a second
utility deposit, as incurred, if housing is lost due to natural disaster, or
when the housing unit is condemned by a governmental agency.
