Haw. Code R. § 19-11-7 - Issuance of original airport license
Upon receipt of an application for original airport license, the director, with reasonable dispatch, shall issue a license appropriate to the character or type of airport if, on inspection, he is satisfied that the airport in question meets the standards set forth in § 19-11-6.
