Haw. Code R. § 19-12-9 - Excepted height limitations
Nothing in these rules shall be construed as prohibiting the construction, erection, maintenance, or alteration of any structure, the growth of any tree, or any use below the height limitations established in § 19-12-7, provided that it does not violate § 19-12-10.
