Haw. Code R. § 19-122-2 - Instruction or commercial learner's permit required

All applicants shall obtain an instruction or commercial learner's permit if they are not licensed by the State of Hawaii or any other jurisdiction for the category of motor vehicle for which application is made. As used in this chapter. categories of motor vehicles shall be as set forth in sections 286-102 and 286-239, Hawaii Revised Statutes.
