Haw. Code R. § 19-122-313 - Denial of license
(a) If there is
reasonable cause to believe that the applicant for a Hawaii driver's license or
instruction or commercial learner's permit has not met the standards set forth
in this subchapter, the examiner of drivers shall not issue or renew the
license, permit, or privilege to operate a motor vehicle on the public streets,
roads and highways of this State.
(b) The examiner of drivers shall not issue
any driver's license or permit to any person whose check or any other form of
payment has been dishonored until the payment of the dishonored amount plus
service charges are received in the form of cash, cashier's check, or money
order, or any other form of payment acceptable to the examiner of
drivers.
