Haw. Code R. § 19-123-157 - Rider education seal
The department will issue each certified instructor a seal which they shall use to place a seal upon the rider education student completion certificate. The director may charge instructors a refundable deposit of up to $100 for the seal. The deposit, if any, shall be returned without interest when the seal is returned to the department.
