Haw. Code R. § 19-127.1-1 - Scope
This chapter shall apply to all persons and agencies who design, construct, and maintain facilities which are, or are intended to become, public streets and highways in the State. Existing public streets and highways which do not conform to the guidelines set forth in this chapter shall not be affected, but any replacements or upgrading made to these streets and highways, or major portions thereof, shall conform to this chapter, where conformance is deemed practicable by the director.
