Haw. Code R. § 19-127.1-13 - Construction or maintenance work affecting traffic
All work affecting traffic on new or existing public highways, streets, and roads should be so conducted as to offer the least possible obstruction and inconvenience to vehicular and pedestrian traffic and all of said work shall be subject to the prior approval of the director.
