Haw. Code R. § 19-127.1-24 - Vehicles or equipment awaiting use
Vehicles waiting to be loaded or unloaded, or equipment of any type not immediately necessary for the work, should not be parked or allowed to stand so as to impede, obstruct, interfere with, or endanger the flow of normal traffic.
