Haw. Code R. § 19-127.1-32 - Repair of traffic control signals and signs
Malfunctioning or damaged traffic control signals and signs regulating moving vehicles, such as "stop", "one way", and "do not enter" signs should be repaired, within capability, immediately after being reported or observed.
