Haw. Code R. § 19-127.1-4 - Design guidelines

(a) The design guidelines established by this chapter should be followed as closely as is practicable in the construction or reconstruction of all highways, streets, or roads undertaken either by state or county authorities in the state or by individuals intending to dedicate the facilities to governmental authorities.
(b) Any deviations from these guidelines which affect highway safety shall not be made unless prior approval of these deviations has been granted by the state or county agency having jurisdiction.
(c) Interim improvements for safety or the facilitating of traffic flow that deviate from these guidelines may be made when deemed necessary by the state or county agency having jurisdiction.
