Haw. Code R. § 19-127.1-8 - Guardrails and barriers
Where it is not feasible or desirable either to locate a possible roadside hazard within the clear zone distance or to design it to break away or shear off, guardrails, concrete barriers, or energy absorbing protective devices should be installed to protect out-of-control vehicles leaving the roadway.
