Haw. Code R. § 19-128-4 - Maintenance of traffic control devices
The highways division and each county agency shall establish criteria and standards for the inspection, maintenance, and replacement of traffic control devices within their respective jurisdictions; except that all traffic control devices shall be repaired immediately upon report or observation of malfunction or damage.
