Haw. Code R. § 19-129-14 - Obstructions
Special care shall be taken to ensure that weeds, shrubbery, construction materials or equipment, parked vehicles, spoil, and other obstructions do not obscure any sign, light, or barricade, or impair any driver's visibility, particularly at intersections or curves.
