Haw. Code R. § 19-129-5 - Permit required
All persons intending to perform any work on or adjacent to a public street or highway shall apply for and obtain a permit from the appropriate authority at least five days prior to commencing the work. The five-day requirement may be waived by the authority for justifiable reasons and upon request. The requirements of this section shall not be applicable in cases of emergency repair work described in § 19-129-9.
