Haw. Code R. § 19-130-4 - Training procedures
Each agency, public (State or county) or private, having responsibility or jurisdiction over facilities which lie on or adjacent to public highways shall establish and forward to the director for approval procedures and requirements for the training of all of that agency's personnel who shall participate in the control or cleanup of debris hazards.
