Haw. Code R. § 19-139-17 - Driver education seal
The department will issue each certified instructor a driver education seal which the certified instructor shall use to place a seal upon the driver education student completion certificate or the behind-the-wheel student completion certificate. The director may charge instructors a refundable deposit of up to $100 for the seal. The deposit, if any, shall be returned when the seal is returned to the department.
