Haw. Code R. § 19-16.1-13 - Severability
If any provision of this chapter or the application thereof is held invalid, the invalidity does not affect other provisions or applications of this chapter which can be given effect without the invalid provision or application, and to this end the provisions of this chapter are severable. If a particular application of any fee or charge hereunder is held invalid and provision is made for a different application of such fee or charge, such different application shall apply to all non-signatory carriers.
