Haw. Code R. § 19-170-10 - Quorum and number of votes necessary for a decision; designated representatives
(a) Unless
otherwise provided by law, a majority of all the members to which the board is
entitled shall constitute a quorum to transact business, and the concurrence of
a majority of all the members to which the board is entitled also shall be
necessary to make a board decision valid.
(b) A designated representative shall serve
as a voting member when representing a member.
