Haw. Code R. § 19-170-119 - Utilities required to be underground
Public utility companies (including HECO, Hawaiian Telcom and CATV companies) shall place utility lines servicing new structures underground within the project area. The location of all utility structures placed on pads shall be subject to the executive officer's approval.
