Haw. Code R. § 19-170-70 - M/O/C zone: purpose and intent

The maritime/office/commercial zone (M/O/C) established by this chapter is designed to promote and protect the public health, safety, and general welfare. These general goals include, among others, the following specific purposes:

(1) To meet the needs of the state's maritime industry, and to serve as a center for cruise ship operations on Oahu, in addition to Pier 2 and, in particular, to serve the terminal needs for large international cruise ships;
(2) To help meet the need for office and commercial space in downtown Honolulu and, regarding office space, with emphasis on maritime related uses; and/or
(3) To provide a multiple purpose venue in downtown Honolulu for performing arts, sports and entertainment events.
