Haw. Code R. § 19-170-79 - P zone: purpose and Intent
The park zone (P) established by this chapter is designed to promote and protect the public health, safety and general welfare. These goals include, among others, the following specific purposes:
(1) To provide much needed improved public
open space for passive recreational activities in the downtown and waterfront
areas; and/or
(2) To protect,
enhance and restore the historically significant features in the zone which are
important links to past eras in the waterfront area.
