Haw. Code R. § 19-20.1-50 - Motorized passenger carts
(a) The department
shall issue decals which shall be placed on motorized passenger carts approved
for use at a public airport. No carts shall be used to provide porter services
at any public airport without a decal issued by the department. Carts shall be
operated only on routes and locations designated by the director. Carts issued
decals shall not be used on the airport for any purpose other than the
transport of handicapped passengers and their escorts to and from gate
areas.
(b) No motorized passenger
cart shall be operated:
(1) In a careless or
negligent manner or in disregard of the rights and safety of others;
(2) Without due caution or circumspection, or
at a speed or in a manner which endangers or is likely to endanger persons or
property;
(3) While the operator
thereof is under the influence of intoxicating liquor, narcotic, or habit
forming drug; and
(4) If the
vehicle is so constructed, equipped, loaded or in such other condition as to
endanger or be likely to endanger persons or property.
(c) The permittee shall be liable for any
injury or damage to persons or property resulting from or attributed to the use
of the carts at public airports.
