Haw. Code R. § 19-42-101 - Conflict of provisions
This subchapter shall not be construed to limit the power and authority of any other state or federal agency. If any of these provisions are in conflict with any rule adopted by any state or any federal agency the rule more severe in discipline shall prevail.
