Haw. Code R. § 19-42-138 - Lifesaving equipment required

Any small craft and smaller commercial vessel utilizing the waters of a state commercial harbor shall be equipped with lifesaving equipment as required by and approved by the United States Coast Guard. Wearable PFDS must be readily accessible and throwable devices must be immediately available for use.

(1) Boats sixteen feet or over in length shall carry one Type I, II, or III (wearable) PFD for each person on board and one Type IV (throwable) PFD in each boat.
(2) Boats less than sixteen feet in length and all canoes and kayaks shall carry one Type I, II, III or IV PFD for each person on board.
