Haw. Code R. § 19-42-14 - Inspection of vessels
The director and such other persons as the director may designate may enter upon and inspect any vessel using state facilities or upon any premises rented or leased from the department for the purposes of either ascertaining the kind and quantity of cargo thereupon or to insure the safety, welfare, and health of the general public.
