Haw. Code R. § 19-42-18 - Requirement for a local, 24-hour point of contact
Vessel booking agents must ensure the availability of an individual designated as the 24-hour point of contact representative in writing, should the need arise to make and implement operational decisions on short notice. This local representative must be present on Oahu if the vessel is on Oahu during the entire period of time the vessel is within the jurisdiction of a state harbor and must have the authority to speak for and act on behalf of the owner, charterer, or operator of the vessel. If the vessel is at a neighbor island, the local representative must be available to go to the neighbor islands as required where the vessel is at a neighbor island harbor and has no local vessel booking agent.
